Ignore bugs until spike

Some of the error groups in our Crash Reporting area are not actually bugs; instead, they are the result of user error. For example, perhaps a user makes an invalid request by prematurely clicking the submit button on form X. Clearly this is not a bug, and a small number of instances like these are to be expected. When such an instance occurs, I am tempted to Permanently Ignore that instance's error group.
I am scared of Permanently Ignoring such an error group though, because if we ever got a huge spike of errors in that group I would want to know. For example, suppose that we redesigned form X to something really confusing. Users would not know how to fill out the form, and we would probably get lots of instances in the Permanently Ignored error group as a result. Because the error group is Permanently Ignored, then we will never get this useful feedback.
I think there should be a way to categorize error groups such that they are ignored until there is a huge spike of instances in the error group, at which point the error group is moved back to the Active tab.

Great news, we can now Ignore errors until X number of occurrences happens, or for Y period of time.
