Allow setting a rate limit on ignored errors that has to be passed before they reactivate.

Sort of halfway between ignore and permanently ignore
I would love to be able to ignore a background level of 404 and TaskCanceledException errors from our webserver.
However if there are more than 10 in a minute then I do want to know about it, as that is an indication that something might be wrong with the server.
