Can't add application on Medium account

It appears I have reached some fundamental limit on applications that can be created. I've just added a bunch of programs, and now Raygun seems to have stopped letting me add any more even though our account should have rights for unlimited applications. When I try to create the App, it no longer offers me an owner choice of my organization, but instead just my account. Upon clicking the create button it just takes me to the modify plan page. Any idea what is going wrong here?
