Temporary spikes in summary chart: chart shows incorrect and inconsistent information

On a few occasions we have noticed that the summary chart on the crash reporting dashboard shows incorrect information. In the chart it looks like errors suddenly spike, but when we check the details, the numbers do not match what we see in the chart.

When we pass the hour mark, the chart data suddenly changes and the spike disappears. See screenshots below of the latest case: the first one was taken at 12:59, the second at 13:01. Nothing else changed.

This is obviously quite problematic, (a) because the spike creates a minor panic, and (b) because we feel that we cannot trust the dashboard.

An issue where in some cases the graph would show the total number of errors which occurred instead of the number of errors matching the applied filters during the last hour was fixed.
